MINUTES of a meeting of Wellington Heath Parish Council held on Tuesday 21st March 2017 held in the Memorial Hall commencing at 7.30pm
Present – Cllrs. J. Jones (in the Chair – JJ) F. Rozelaar (FR) and D.Williams (DW).
Also attending was County Councillor Liz Harvey and the Clerk.
Welcome New Councillor – The Councillors welcomed new Parish Councillor David Packman (DP) who signed his Declaration of Acceptance of Office in the presence of the Clerk and joined the meeting.
Minutes – The Minutes of the meeting held on 5th January 2017 were taken as read, confirmed and signed by the Chairman.
Declarations of Interest in items on the Agenda – None received/declared.
County Councillor Report –
Cllr Harvey advised that outline planning application for the land adjacent to the Ledbury Viaduct could be to hand any time which will also include the transport study. She has asked for the study to be carried out by an independent Transport Team but has not been given any assurance regarding this. She urged the Parish Council to write in requesting that this survey should not be carried out by an “in house” team but that an expert survey be undertaken on behalf of the Planners and she confirmed she had also asked the Town Council to write in with the same request, adding that until this is to hand they will not know what the plan is but she was of the opinion that there could also be disagreement between the Developer and the Canal Trust along with additional problems over the school and development land on the site. Discussion took place regarding the proposal that there could be emergency access granted under the viaduct; FR queried lodging a FOI request to Network Rail Trust but Cllr Harvey advised there are reasons why this could be denied and was of the opinion that it would be more beneficial to wait to see the comments of the Planners.
Broadband – Cllr Harvey advised Contracts are being let about now and W/Heath may be included in the Contract adding that once fibre is into the Village, there should be many more customers.
Councillors gave Cllr Harvey a brief update on the road outside Swallow Farm.
Item for consideration –
NDP – Cllr Harvey offered congratulations to the Parish Council on getting to Regulation 14 stage with the NDP and was advised that two members of the “working party” had resigned on the strength of the draft document. Discussion took place on the procedure to be followed once full Council had given approval to go forward to Regulation 14.
Draft NDP had been circulated to all Councillors for their comments – discussion followed regarding certain wording about a path mentioned in the plan to confirm whether it was in fact a “public footpath” or just a private pathway and it was agreed to amend the wording.
On a proposal by the Chairman seconded by DP and carried, it was agreed the document go forward for submission to Herefordshire Council to Regulation 14 stage.
Financial Items – the Clerk advised the following items for due for payment –
- Lengthsman for January 2017 £322.00.
- Lengthsman for February 2017 £235.00.
- David Darwood, refund for tree at Pool Piece £51.45.
- Truprint, NDP £159.00.
- Truprint, Newsletter £250.00.
- F.Rozelaar, parking fee and travelling £20.40.
- Clerk, allowances, expenses & balance salary £360.82.
On a proposal by JJ seconded by DP and carried the above Accounts were approved for payment and cheques signed accordingly. DW advised there would be a NDP payment due to Data Orchard – this item was also approved for payment when received. Furthermore, not all the NDP grant would be spent and a refund to Groundwork would be necessary – DW agreed to let the Clerk know the amount in due course.
Memorial Hall – JJ advised new lights had been fitted, and that the only fund raising to be carried out this summer was the race evening on 10th June. Quotations varying between £2,000 and £5,500 had been received for fire doors and advised that the Quotation for £4,500 had been accepted.
Lengthsman – some repayment of funds had been received and the Administrator had been advised of the funds remaining in the budget for the year, but it was planned to continue to focus on usual regular maintenance plus any one off items as necessary. DP kindly offered to rub down and varnish the notice board at the top of The Common.
Planning – Responses agreed for the proposed first floor side extension at 8 The Swallow and for Pegs Farm, although the Parish Council had not received written confirmation regarding this latest planning application for Pegs Farm.
Website – Nothing further to report.
Councillor Reports – DW updated new Councillor David Packman regarding the defibrillator issue and if this was proceeded with, it was felt more suitable for the item to be available in the Village Hall rather than in the telephone kiosk.
Correspondence & Literature –
- Clerks & Councils direct magazines for January 2017.
- Letter – Pensions Regulator that contributions will soon be increasing.
- Letter – Hereford Council that Precept has been increased to £9,000 and that no Council Tax Support grant is payable this year.
- Letter from Herefordshire Council that to date we have been repaid £475 for Lengthsman/P3 services.
- Letter – Kier highways for work on A49 Wellington lighting (not affecting our Parish).
- Letter from chair of Ledbury Allotment Association seeking to attend a meeting to report on their proposal to develop a community garden within the allotment site (agreed to invite representative to Parish Meeting in April).

It was agreed DP will discuss with previous Cllr Marc Low regarding update and replacement of the Information Sheet on the Notice Boards around the Parish as the existing one was very out of date.
