Minutes of a meeting of Wellington Heath Parish Council held on

Tuesday 27th November 2018 in the Memorial Hall commencing at 7.30pm


Present – Cllrs. J. Jones (in the Chair) D. Williams (DW) R. Kitto (RK) D. Packman (DP) and M. Low (ML).

Minutes – The Minutes of the meeting held on 18th September 2018 were taken as read, confirmed and signed by the Chairman.

Declarations of Interest in items on the Agenda – None received and no dispensation requests received.

Open Session – County Councillor Liz Harvey in attendance reported as follows –

  • County Council budget out in daft for 2019/20 available on website with savings in the social care and Balfour Beatty and advice on what they are covering. Shadow Budget being prepared by opposition groups.
  • Ledbury NDP going to Referendum on 6th Eight policies removed including the settlement boundary with many policies obliterated by the Examiner. Because of May 2020 elections next year it is easier to try to get it through before then. As far as Wellington Heath is concerned there is no mirrored green gap to balance ours to the other side of the brook, nor the safe walking plan into Ledbury. Liz offered to ensure that these two items are reinstated in if at all possible. Balfour Beatty were asking for ideas around the Ledbury area that needed to be put on the programme for work needing to be allocated with the extra monies.
  • Storesbrook bridge – now delayed until after Christmas. She advised she had attended one of the meetings and asked how this came about having been left until it is in a dangerous condition to be used. Conflicting information in the press about why it has been left so long before repair. Liz requested the Parish Council let her know of any recommendations we have asked for regarding the bridge closure and in particular the use of the lanes in the Parish.
  • Viaduct development – nothing much has happened except that Bloor have employed a new Planning Consultant. She reported that it was considered highly unlikely that the talked about development the other side of the river would happen.

Councillors questioned Cllr Harvey regarding monies received from Central Government for pothole repairs and whether the two Doctor’s surgeries in Ledbury could cope with the increase population resulting from the developments taking place.  She advised on the problems with the development on the Dymock road as a result of the upgraded chiller installed by the Cheese factory and advised that the cheese factory had gone to a Judicial review which they had won.  Barretts have put in for a reduced number of houses which they can fall back on in the event that the problems at the cheese factory cannot be overcome.

She reported on the changes taking place in the Planning Department at Hereford Council with three highly qualified planning officers leaving and suggested the Parish Council  encourage local Parishioners to put in comments about the large number of developments proposed for Ledbury. She reported that the comments which the Parish Council make to various planning applications are always considered to be of high quality and are well received the planners.  With regard to parking problems in Ledbury she reported that three areas in the Town have asked for residential parking zones.

Public Question time – two residents from Ochre Hill in attendance seeking guidance and advice on how they can overcome the problems which are being experienced during the new developments taking place at Ochre Hill.  They advised that the Enforcement Officer had been on site and also the Public Realm Officer who has contacted the development company. It was suggested that perhaps they could form a Residents Group to deal with the problems which they are experiencing.

Update Reports

  • Defibrillator has been installed apart from minor details. Commissioning of this is next step which includes the opportunity for people to attend a training session which is part of the original deal.
  • Pool Piece – very comprehensive inspection carried out by Wicksteed which raised no major problems and it was agreed minor problems would be attended to as necessary.

Item for consideration – It was confirmed that the road closure on the main road at Storesbrook bridge had now been put back until the new year 2019 but it was confirmed that regular inspections would be carried out in the meantime to ensure safety.

Financial Matters

  • The Finance Committee had met and proposed the Budget for 2019/20 which had been agreed at £8,890. The Clerk confirmed that this had been advertised on notice boards and on the website. No adverse comments had been received and on a proposal by the Chairman, seconded by ML and carried this was agreed at £8,890, with the level of Precept remaining at £9,500.00.
  • It had been agreed at the finance meeting that there was no need to increase the Precept for 2019/20 and this was confirmed at £9,500 on a proposal by RK seconded by DP and carried.
  • The Clerk advised the following Accounts had been received for payment –

Lengthsman – October                                                  £95.00.

Ledbury Fencing @ oak tree and notice board       £135.00.

Truprint Litho, printing newsletter                           £255.00.

Gordon Kirk @ Little Pleck and The Pleck                 £26.21.

Information Commissioner                                          £40.00.

Wicksteed, Pool Piece inspection                                £54.00.

Clerk – salary for October                                           £278.20.

PAYE – for October                                                       £28.20.

Clerk, salary for November                                        £278.20.

PAYE – for November                                                  £47.00.

On a proposal by DP seconded by DW and carried these Accounts were approved for payment and cheques signed accordingly.

Reports –

Memorial Hall – ML advised charges were being increased by 5% from the New Year. Christmas Fayre taking place on 1st December when it was planned to sell off old computer equipment and the new comers party was planned for the new year on Saturday 2nd February 2019.

Lengthsman/P3 Schemes – No monies from Herefordshire Council this year for the Lengthsman scheme but necessary work continues with the Parish Council covering the lengthsman expenses as previously advised.

The last footpath session for the year had taken place and all schedules are on the parish council website. Due to commence again in March 2019 and it was hoped to include work on the steps by the Farmers Arms and also on Ochre Hill.

Planning – the following applications were considered –

  • P183827/F – land adjacent The Becks – variation of conditions to change gradient of driveway – no objections raised.
  • P183741 – Priors Court, Staplow – insertion of additional walls and roof to convert a 3 wall concrete bay into covered parking area – no objections raised.
  • P183744/O – Old School House – erection of single detached dwelling house – DW agreed to circulate response to this application for submission to Hereford Council.
  • The Becks – response has been submitted.
  • P184105 – land at Ledbury Road – erection of five detached dwellings – no objections raised.
  • P188399936 – Treetops, Horse Road – removal of front elevation ramped access with new double garage and decking over the top and across the grass garden with stainless steel and glass balustrade– no objections raised.

NDP –   (1) DW handed the Clerk balance of petty cash funds amounting to £21.36 for payment into Parish Council account.

  • Wellington Heath NDP data store handed to the Clerk for safe keeping.

Website – ML advised new format reporting on planning applications and responses had been included on the website.

Information Sheet circulated to all Councillors prior to the meeting.

Councillor Reports – None received.

Date of next meeting to take place on 29th January 2019.

There being no further business the Chairman declared the meeting closed at 10.20pm.
